There are some Philadelphia newspapers on Chronicling America - http://chroniclingamerica.loc.gov/lccn/sn89060297/  If you go under Advanced Search and search for Leonard & Barrett within 5 words of each other, a few articles come up that refer to Leonard D. Barrett being a ship captain and trading with the Congo.  He was reported to be head of the Board of Admirality Surveyors for many years.  It appears that the columnist Tom Daly, who wrote about Leonard, was married to one of Leonard's daughters.

I see a Civil War draft registration listing for a Leon Barrett of 621 Vine St., Philadelphia.  He was age 25, a sailor, married, and born Ireland.

There is a WW1 Draft for John Anthony Daly. Born September 11 th 1899. Residing 4937 Rubican Avenue. Student :- St Josephs College. Names his Mother:- Mamie B Daly of the same address.
