1. 1861 census to find the younger Phebe was in the household, which immediately raised red flags. It seemed to me that there was every chance that the 8 month old Hibbins was the son of the 22 year old Phebe.
2. Her marriage entry in the parish register of Hampton Wick is on Ancestry in the London, England, Marriages and Banns, 1754-1921 collection, indexed as Phobe Shanks
3. The 1851 census to confirm her father was Thomas
4. The 1871 census, where she's enumerated as Pheobe Harmes

Fortunately I searched using ph*be which picked up all the spelling variations
