Grandfather restoration & Dating

This a photograph of my grandfather born 1875/6 I don't have the original however I was assured that the original does not have any date or photographer name
I am curious to know if his clothing is a type of uniform,looks like velvet around collar and cuffs.his occupation from what i have written on certificates is dock labourer
I would appreciate any help in restoration and possible date. Please
