Medals?

If a soldier went with the BEF to France and then onto Belgium, should have had one of the Star medals? Could he have gone and not had one of these medals?

Im pretty certain that he should have a 14 or 15 Star...Are you going of Medal Index Cards?
A lot of early guys had two cards...One for the Star the other for the Brit War and Victory.

If he didnt go to France or Belgium and was a Territorial he could qualify for the TF War Medal in lieu of Star.
