Interpretation of note on Victory and British War Medal Roll

Afternoon,

I was just wondering if anyone might be able to confirm what the highlighted text on the attached portion of a Victory and British War Medal Roll reads please?

Is it 'Noted FRA' ? If so, does 'FRA' stand for France?

Any assistance appreciated thanks.

My guess is that it is the intials of an Officer or Civil Servant who was required to take note of the record for some reason now lost, and that he recorded the fact for posterity, and his future convenience.

I think the word noted is written several times in the column - I'd agree it's followed by initials.
FRA appears again below the one you've highlighted.
