The NEWSPLAN London and the South East web-site provides details of about 2,500 titles of local newspapers, past and present, relating to the London and South East region of the United Kingdom. 

The entries include main titles and titles of their variant editions for local areas, together with predecessor and successor titles; start and end dates of newspapers; and, where and in what sequences the newspapers are held in (largely) public libraries and archives within London and the South East. Many copies, too, are held by the British Library Newspaper Library.

Some of the books found here are complete, sometimes you can only see excerpts - it depends on the copyright laws for different countries.
But for most books, there is a link "Search Libraries" (or similar wording) where you can find out whether the book is available at a library near you. It may then be possible to order it through inter-library loans.

Its a site of all sorts of old books on all sorts of subjects, which you can download FOR FREE ... thousands of them ... not the same as Google books and well worth a look.

I've found one about the early Canadian settlers I'd been looking for for ages ...

This wonderful site has just announced another useful section. Where previously you needed to search quite hard to find which newspapers and which dates were available on the site, there's now a handly list. As they say they are adding 8000 pages of newspaper a day, the page will be worth watching.
