There is no mother on the 1881 with Walter though, maybe she could be the German connection?
Nope! according to the 1871 census she was Henrietta and born in Oxfordshire.

going back 10 years, to 1861, John is missing but Henrietta is living with Emma and John Jnr in 4 Weston Grove, Weston, Somerset. She is described as the wife of a butler so John Snr must be living in somewhere. She has a brother Frank Elliott living with her who is 15.
There is a corresponding marriage between a John Govier and Henrietta Elliott in Kensington, London in June Q 1865 so they may not have married before they had their elder children
