1st war Memorial unveiled in flint ,Trelawny Square flintshire

I would like to find out  more information about a picture  http://www.fflint.co.uk/armistice1920s.jpg the website concerned does not have any further info .

would you be able to tell me the officer{ looks like a general } in the picture and the regiment that was taking place ...i guest it is the royal welsh fusiliers ?
 
if you are not able to help perhaps you could kind suggested  an appropriate organisation.

p.s. i have tried the local history society imp war museum and local county archives but no joy
 
1926 A 1st war Memorial was unveiled in flint ,Trelawny Square flintshire ,north wales  to commemorate the 121 Flint men who lost their lives in the 1st World War.

Good morning,

He's not a general or he would have red staff officer flashes on his lapels and not collar badges. He is most likely the commanding officer of the regt concerned which does look to be the fusiliers.

The Council Offices in Flint may be able to help, you could also ask the Clwyd Family History Society.

Given these assumptions...
The local Territorial infantry Battalion was the 5th Bn RWF
The Officer has uniform markings consistent with the RWF (i.e the grenade on the lapel)
His medals appear to have the DSO on the left, as looking. (can anyone name the rest he has?)

...I'd look for images etc of Lt Col Francis Henry Borthwick DSO who was associated with that Battalion throughout the War. Maybe Flintshire Record Office can assist with a given name?

He had a wartime address of Tandderwen in Llanelian yn Rhos parish and is highly likely to be the one on the 1911 at Plas Llewelyn, Abergele (this is in fact in Dolwen which I would suspect is in above mentioned parish) whose brother is
