Searching for a birth record

Hi
 I  am looking  for  the  birth  record  of

George Eisthead Anthony Harvey.  (  not sure  if  Eisthead  is  correct)
He  is  in  the  1891  census  in the  Chelmsford Industrial school  for  destitute  boys. b  1879 West Ham essex.

he  is  also in the  1901  census  (  I  think  the  same person)b 1876  Albcot Locks  Essex (possibly Albert Docks)Essex

I  cannot find his  birth record  anywhere.

Iwould appreciate  some  help

In 1881 there is a George Harvey born c1877, Poplar, London in Romford Union Workhouse...... RG11; Piece: 1745; Folio: 105; Page: 9

have to agree with you the name does look like Eisthead on 91 census.Where was he in 1911?

I  think he  has  been found  in  India now   how  strange.
