Is a possible to clean this up please ?

Is it possible to clean this photo up please and perhaps and bring out more detail ? Any advice as to date ?  I think possibly  around 1900 ? not sure.

Sorry but I couldn't reply before now. It is a very tatty photo and I could not get a better scan.
