Hi again,
In the light of the above, I have had another look at the census and can't find Harriet at all. I suspect she married pre 1861 so would not be listed as a Banwell then.
William is also absent, but I believe Congreve is as follows, widowed and living in Buckinghamshire with his wife's family:
1861
Ann Raper 1812 Foxcott, Buckinghamshire, England Head Foxcott Buckinghamshire Farmer Widow
Coryreve Banwell 1815 Charleton, Oxfordshire, England Brother-in-law Foxcott Buckinghamshire Farmers Bailiff? Widower
Sarah Saunders 1816 Colinghbury, Northamptonshire, Engl Cousin Foxcott Buckinghamshire
Frank Raper 1838 Brackley, Northamptonshire, England Nephew Foxcott Buckinghamshire
Camilla Bennett 1844 Stow, Buckinghamshire, England Niece Foxcott Buckinghamshire
Helen Banwell 1848 Chilton, Buckinghamshire, England Niece Foxcott Buckinghamshire
Hannah Smith 1848 Gawcott, Buckinghamshire, England Servant Foxcott Buckinghamshire
RG9/877 Folio 4

I also found his death in 1871:
BANWELL, Congreve
Aged 61
March 1871
Buckingham
Volume 3a

Bearing in mind his, his brother William's and their father John's names. I believe these 4 men all born Great Haseley Oxforshire may be the sons of one of them:
From the 1861 census:
William Banwell 1828 Great Haseley, Oxfordshire, England Head Neithrop Oxfordshire
John N Banwell 1835 Great Haseley, Oxfordshire, England Head Middleton Stoney Oxfordshire
From the 1881 census:
Charles W. Banwell abt 1831 Great Haseley, Oxfordshire, England Head 113 Gloster Road, Horfield, Gloucestershire, England
Congreve Banwell abt 1837 GT Haseley, Oxfordshire, England Head Stanley Rd, Cowley, Oxfordshire, England
Hope the above is of use to you,
Helen
