Forgot to say - RGH is the Repatriation General Hospital, for Victoria.  Was set up for use by returned service personnel, which he obviously was.  Judith

WHEI is an abreviation for West Heidelberg, a suburb of Melbourne Vic.
Powell: Eriswell Suffolk, Mildenhall Suffolk, Downham Cambridgeshire, Spalding Lincolnshire.
Scales: Sutton cum Duckmanton Derbyshire, Sth Ormsby Lincolnshire, London.
