Royal Arsenal employee to Gibralter early 19th century

Has anyone any idea why a carpenter working for the Royal Arsenal in Woolwich would have gone to Gibralter c.1813 - 1826 or sometime between these dates?

John Bayley was British, born c. 1782 and was married to Mary Ann Finney (also British) in Plumstead in 1811.  Their first child, Mary Fife Bayley, was born in Woolwich in 1812 and the second child we know about, Ann, was born in 1823 in Gibralter.  Three other children were subsequently born in Woolwich.

Any ideas most welcome.
