Skin smoothing wasn't a problem really.One of the reasons for overpainting was that an enlargement came out quite faint so they were oversketched in pencil to bring out the detail or painted as advertised.

If the picture was produced by a 'portrait artist', then 'WILTON' would be the artist's signature, however if as a result of an in-house 'photographer's colourman',  do we know if it would be the colourman's signature or that of the photographic studio employing him/her, as was the case with pottery artists who were not allowed to sign their own pottery paintings?

My guess is that this was done out.Photographers tended to concentrate on over sketching,tinting & miniatures.This would be time consuming to do in-house.A photographer would more likely mark the back.We are assuming of course this is an enlargement rather than an original work which may have been copied from a photograph which would have been copyrighted to the photographer.If it is an enlargement the artist would have to have permission to sign it.
