Obadiah had a brother called Edwin, born 1841, seaman (from 1861 Census RG9 1423 36 15, family living in East Portlemouth, Devon)

One census does show Edwin's place of birth as Falmouth, Cornwall.

If this is correct, perhaps this might be his birth ref?

Familysearch has Edwin's christening in Jamaica on 17 May 1865, sadly neither parent is named. There are a number of other Pasmore entries, some back to 1830, so not sure Victor is decended from  a branch of the Devon family that went out in the 1860s (there's a 20 yr old JOhn Pasmore from Morcherd Bishop, devon on a Navy vessel in Jamaica on the 1861 census) or from an older Jamaica family with similar family names
