Medallion-Chinaman+native American

Another heirloom, 70 m.m. x 55 m.m. gilt on base metal.
The association of chinaman and a native american made me think of San Francisco, where there is a family connection.  A relative was a member of the Manzanita Tribe of the Improved Order of Red Men, (Freemasons), and of the Oriental Lodge around 1900.  Is this an emblem of such an organisation?
