How to propose a new forum like Mariners

Hi,
 I don't know if this is the right place to ask this question, I just wondered how a forum is started, Is there a poll taken of subjects members are interested in? or Can members propose a forum, I would like to see a Mariners/Merchant Sailors/Ships forum, it could be put in the Special Interests section.

Do you mean adding a new board or child-board to this forum? if so, there are no plans at present to add any more boards.
If you mean how does one go about starting completely new forum I'm not sure but there are other nautical sites which might be what you are looking for. This is one I've used-

Thanks for replying and the links, Groom & Aghadowey, I wasn't trying to start a new forum site, I meant a new forum board on Rootschat. I guess it aint happening.
