Augustus Dalby - Royal Navy

Short of visiting Kew or paying for their services, is there any way to find the service record of Augustus Dalby ? He served as an officer in the Royal Navy I guess from around 1795 or so until maybe as late as 1830-ish. He was promoted to Master in 1801. Since he was born in 1779, that seems to make him very young for such a promotion ? Is it plausible ? 

He then settled in St Ives and it seems bought into a tin mine - which he was managing in around 1842 according to Pigot's directory.
