Can You Restore AND Split Out One Person?

I'm hoping someone can work their magic on this photo.  I would like to get a better quality version of the photo and then get a separate picture of Adelaide, the second daughter from the left.  The horizontal lines seem to be a problem (for me!).  TIA!

Unfortunately, no.  I found the photo on-line.  I did reduce the size somewhat so I could upload it.  The best I could do would be to crop the section with Adelaide and upload that.

Why not go back to the original source of the photograph,  which appears to have been extracted from a book and is on poor quality paper......
