Old Sleaty Cemetery

Does anyone know who holds the records for the old Sleaty Cemetery?.   I know my grandparents are buried there with my two uncles.   I know where that grave is, but I believe my great grandparents are also buried there,  and the grave is unmarked.  The only way to find out for sure is to go through the cemetery records.

   I remember as a child, this cemetery had lots of boulders and large stones around.  There was a major cleanup there in the 1980s and these stones were moved but an elderly neighbour said these were "marking stones" for lots of family graves. 
Apparantly, poorer families could not afford a headstone, so graves were either unmarked or marked with a stone that the family would recognise.

Are the records held by the County Council or by the church?
