These ages seem to be close enough,  I wonder if he was fibbing a little about his age.
His wife Margaret was only 19.

Harry Welsh 21  (b c 1883 )bachelor labourer of 6 Doncaster Street father Andrew Welsh deceased cooper

From 1911
Harry Welsh married boarder 26  corrugated iron worker b Renfrew Greenoch b c 1885
1901 - he is 15 yrs
1891 Ah - no! He is 5 years,

I don`t have access to census so am trying to fill in the gaps.
This seems to be his fathers death, Its the only one between 1891 and 1904,
Deaths Dec 1901   WELSH Andrew 53 Islington Liverpool ISL/136/25  (b c 1848)

1901 census has Andrew and family at 3 Reading Street Everton
there is a baptism for their youngest son

John Welsh 8 May 1901 birth 5 Feb 1901
also Alexander Russell Welsh baptism 23 Jan 1899 both baptisms Everton

Elizabeth Welsh 16 Feb 1896 Portland Square baptism St Peters C of E Liverpool
Marion Ferguson Welsh baptised 24 Nov 1902 same as above
George Malcolm Welsh 10 Apr 1894 Opie Street baptised 9 May 1894 St Peters Liverpool

I dont have any credits but there is 1 birth on Scotlandpeople 1885-87 Henry Welsh in Renfrewshire Greenock.might be worth looking

there are 6 marriages on Ancestry for the children of Andrew Welsh
2 in 1911 and Andrew is a cooper but neither say deceased.
