Minnie Higgins married  James Frawley in Warrington on 7 July 1945. She traveled to the US by air on 29 November 1946

Destination in the USA was :- 72 Roanain Avenue. Jersey City. NJ (Romaine Avenue was the address for James in 1940)
Place of birth Warrington.
5ft 2 ins. Complexion:- Medium  Coulour of Hair:- Auburn - Eyes:- Blue.
Married. Occupation:- Newsagent & Tobaconnist
Marriage Cert No:- 019621 - Date of Issue 7/7/1945
Last permanent address:- 48 Bewsey Street. Warrington. Going to join husband James Frawley. Passport will expire 26/6/1951

Maybe it was standard practice to give the Consular address for any US citizen who died in the UK?

Minnie would probably be classed as an American citizen who died abroad ?  Think I have seen reports/documents for US Citizens who died abroad -  but can't  find anything at the moment. Feel sure there was a period when deaths abroad had to be reported to the relevent embassy - i. e  U.S. Embassy or Consulate.

The Social Security Death Index appears to have some 425,000+ entries where the last known address contains the word "consulate". That's probably every foreign death
