The aircraft is possibly an R.E. 8 shipped to Basra, Iraq in a shipping crate for the Royal Air Force, 63 Squadron.  A4350 was in that group. The men seem to be assembling it near the water and Basra was the main port of entry into Iraq. If this is so the photograph was taken after 1 April 1918 (the founding of the RAF). The photograph of the multitude of boats may be taken on a canal in Basra. A similar canal is seen in the link below.
