I see on the 1851 Canada census there is a William Cowie listed before John. Have you been able to find any link between them? Also I noticed there is a John Bell listed above William and a Robert Bell listed after John. William's wife's maiden surname was Bell. It might be worthwhile to see if you can find links among these families.
