I found that census record. It does record him born in Taunton but I couldn’t find a birth recorded there. However, there was a birth of a Liberty James recorded near Exeter, Devon in the January to March quarter of 1887.  I see that his brother Sansom was born in Exeter in 1884.  As the family seemed to be moving around a lot it seems possible that their memory was at fault when the census was completed, or perhaps he was born at Taunton but the birth registered at Exeter. Perhaps you should order a copy of the birth certificate to check who the parents are. You could get it from the local Registrar, or you could apply online to the GRO. For the GRO you would need the following information:
Registration District: St Thomas
Year: 1887
Quarter of Registration: Jan-Feb-Mar
Volume: 5B
Page: 32
Skewis (Wales and Scotland), Ayers (Maidenhead, Berkshire), Hildreth (Berkshire)
