Please cleanup and date battered old photo

Hello,

My wife has this battered old photo which may be her grandmother and older brother. The photo looks old faded and battered but the clothes do not look too old fashioned. Would anyone be able to help us date this picture? Also if anyone has the time to try and sharpen or clean up this picture we would be very grateful. Sorry for the poor quality.

My 1st. impression was around WW1 but it could easily be into the v.early 20's.

Thanks for that, cleaner and cheers for the dating. We think it is a girl born 1912 and her brother born 1909 so a WW1 date would match that nicely. Thank you!

Sorry to throw a spanner in the works here, but I think the girl is older than the boy?  I wouldn't say he was 3 years older than her....

but others may disagree

However, let's just say it's 1915 in WW1, then he'd be 6 and she'd only be 3, and I think she's older than that.
