I've checked the holdings at the British Library but they don't have the years you are looking for.

If you don't get an offer from the boards, Worcestershire Archives does have a research service if you can't get there yourself but they do charge.

I do however have the wrong address for the 1925 Electoral Lookup.
I found out today that it is actually:

35 St. Alban's Square
Copenhagen St
Worcester

Maybe that could shed some light.
