Was there ever a resolve to this? I am interested to know as I have come across a similar thing.

My paternal ancestor James Goodwin living in Deene, Northamptonshire has had the mysterious "Harrold" in Berkshire

1841: Deene Census forms missing
1851: Census Birthplace "Berks Harrold"
1861: Census Birthplace "Berkshire Harrold" or possibly "Berkshire Harrow"
1865: Died.

Thoughts? Any help would be greatly appreciated as this is where I am stuck in tracing my lineage. The earliest info I have on James is he was married in Deene in 1814, working as a Ag Labourer, and stayed there as a Ag Labourer/Shepherd until he died in 1865.

Thanks

two possibilities have come up Harrold (right name) in Bedfordshire (wrong county) or Harwell (wrong name - but say it with a local accent) in Berkshire (right county).

having a look at 1851 census for any other people giving Harrold, Berks as birthplace, I found a James Besley (pauper formerly Ag Lab) age 70 living in Wiltshire. He would be a close contemporary of your James Goodwin. Both are living some distance from their birthplaces and if not literate would have to rely on someone else to fill in their census forms. If those "scribes" were unfamiliar with villages in Berkshire, they would only write it down as they heard it. Two men of similar age from the same place are likely to have similar accents.
Maybe trying to trace James Besley backwards might help.
Berks / Oxon: Eltham, Annetts, Wiltshire (surname not county), Hawkins, Pembroke, Partridge
Dorset / Hants: Derham, Stride, Purkiss, Sibley
Yorkshire: Pottage, Carr, Blackburn, Depledge
Sussex: Goodyer, Christopher, Trevatt
Lanark: Scott (soldier went to Jersey CI)
Jersey: Fowler, Huelin, Scott
