1841 Anglesey Census, rounding up or down ages.

Does anybody have any ideas about the rounding up or down ages.
It seems on Anglesey census 1841 all adults have ages of 20,25,30,35 etc?

 :) Hi the 1841 was the only census where a system of "Rounding" was applied, not just in Anglesey!

15 to 19 = 15
20 to 24 = 20
25 to 29 = 25
30 to 34 = 30
35 to 39 = 35
And so on, although this was not always carried out by enumerators?
