Where is this mid-west approx.1931 wedding photo taken?

Can anyone place this 1931 wedding photo of my mother and her spouse? Couple originally lived in Indiana but as bride & groom were both underage, the love birds may have traveled to another state to tie the knot.  Features in photo look like a courthouse forecourt or some such rather than a church.
