If it's a civil marriage, does that mean it's like a registry office marriage of today ?

There are no church records ?

Thank you

Yes it seems it was definitely a non church marriage so effectively the only record of it is the marriage certificate!

1871 seems early for a marriage for William (b.1854). Going by the age of his eldest daughter (born c.1879) and the fact that Elizabeth and all the children were born in Rhyl may I suggest you look at http://www.northwalesbmd.org.uk/ for marriages between 1874 and 1880 in the Denbighshire North (Rhyl) district - there are several for William Williams and an Elizabeth. If you contact the Rhyl Register Office with the Reference Numbers and tell the Registrar that William was a Tailor by occupation you may be lucky and they will tell you which, if any, is your man. It is very unlikely that his place of birth will be mentioned as it is current address which is used for the official paperwork.
Edwards - Cheshire/Denbighshire
Dale, Lloyd, Potts, Vaughan - Cheshire
Humpherson - Shropshire
Ludlam - Yorkshire/Lancashire
Beasley - Buckinghamshire
Dick, Laird, Lambie, McInnes, McKechnie, Robertson, Semple - Lanark/Renfrew
Jordan - Drogheda
Maddison, Thirlwell, Nevin- Co. Durham/Northumberland
Walker - Yorkshire/Notts;
Jackson - Westmorland
