His birth cert would give you his parents, plus mothers maiden name.

But , have you found him on 1861/71/81 censuses? Hopefully with his parents then.

Looking at 1861, there are lots of William Willises around - so you are going to have to be extra careful you get the right one.

Cant see any that say they were born in Tavistock, but this one is living in Tavistock -

I do free consult service at local library and i found a tree on Ancestry that seems to fit information he has got.
