Think you have some facts 'awry'.

The Irish census states Walter bc.1873 Manchester and English census 1881 shows him as son to Samuel and Ann Jane Roper - shown as born Salford (part of Manchester).   They have, in 1881, 11 children, with the first four bc.1860 to 1868 Ireland.    Samuel and Ann Jane both born Ireland.

Easy for you to find them on 1881 census - ref. RG11 - 3961 - 41 - 27.

As far as I know he was a Draughtsman

He very possibly was a draughtsman at some point, in 1901 it looks like he was  working in the Flax ( linen ) trade and in 1911 a labourer and I would say it is them as they are living with Sarah Ann parents William and Mary Wilson, unless of course there is another Wilson/Roper marriage and they moved and are not living in Belfast

Samuel, Ann Jane and family also in Antrim in 1901 and 1911 so family moved back to Ireland by the looks of it sometime between 1881 and 1886.  Youngest child in 1901 is a Lilly bc.1886 Belfast.

Draughtsman was a pretty specialised occupation in those days so guessing it was maybe a son of Walter that could have become a draughtsman, not Walter himself.
