No I don't think so - it names the father as William John Steele. Nora would have been 49 years old by 1945 so unlikely she was still giving birth.

With the death dates you have from the certificates - it might be worth an e-mail to "Ask A Librarian" at http://virl.bc.ca/ask-us to see if they could help with an obituary.  Would'nt suggest you ask for every obituary - tentatively one/two at a time.

Joseph Steele married Agnes Wales 24 November 1932 Nanaimo. British Columbia.

Joseph Steele died 28 May 1981 Nanaimo British Columbia - son of Joseph Steele. Wife Agnes McLaren Wales
His son was the informant, lived Surrey BC.  Cremation Vancouver Crematorium.
