Palmerston .. Otago. Can this be repaired please?

This photograph of Palmerston has suffered a little over the years.  Probably taken in the early 1900's where my great grand father worked for NZ Railways.

Can it possibility be repaired and returned to a healthy state .. please?

Any assistance would be much appreciated.
