Francis possibly her brother - here's a possible from 1901 in Amington (parish of Tamworth St Editha). Frank could actually be a Francis - judging by Thomas and Louisa's 1891 census entry

Matthew Godderidge    72 b retired miner b Aminton
Thomas Davis    38 - son in law, banksman at colliery  b Aminton
Louisa Davis    34 - daughter  b Aminton
William Davis    12  b Aminton
Frank Davis    10 b Warton
Sarah Davis    6 b Warton
Tom Davis            5  b Warton

StaffordshireBMD show that Francis married Florence Cooper at St Editha in 1910 - if you can wait until October I will look at the parish register for you.  I'm on holiday in France.

Not sure.  1911 census has a Francis Davis, with wife Florence, living in Tamworth.  I'm on holiday in France at the moment, so don't have the facilities, or the ease of access, I might have at home  :) I haven't looked at 1901.

Edit. I should read all the responses first, shouldn't I?  ;D ;D
