Marriage by Certificate

I have a marriage in St Nicholas CoE Church in Liverpool between John Curry and Mary Ryan in 1864. One or possibly both of them were Roman Catholics. I thought that marriage by certificate was only when the marriage was not in a CoE church and the certificate was from the registrar permitting the marriage. If so why would they need a certificate in a CoE church. Could it be that the curate who married them was not licensed to perform marriages?
Any views would be most welcome.
