help identifying a British uniform

Hello,
 I have a picture of a relative in uniform but nobody in my family can throw any light on the subject.
 From the information I have it is either;
William Hill 12 aug 1840 - 26 nov 1923
or
william george mathew hill  5 jan 1867 - 31 oct 1938

Any information regarding the uniform or the gentlemen mentioned would be very much appreciated.

Others with greater knowledge may know better, but I would suggest a Sapper in the Royal Engineers c1900.

From what there is to see it's much earlier.1870's, possibly (but unlikely) 1880's.
So if it's either of the 2 I would say William Hill.

Jim1, You may well be correct, I was only going by a photo taken c1904 of my grandfather born 1881 and wearing his QSA medal.
