i am going to suggest the following link> http://www.kent-opc.org/

Have you checked that he is not interred with his wife in Kent?

the only certificate reference for this death I am seeing is >William T Phillpott
Birth abt 1878
Registered September 1951 Age 73 at Portsmouth,Hampshire 6b 335

[can someone else check I have correct cert please?]

and suggest you order that death certificate as it will have more information and probably place of death....   then you will need to probably contact  County Council or the council in the region closest to his address......

Philpott    Mary J
age52

http://www.ukbmd.org.uk/genuki/reg/districts/bridge.html

The only death for a William Philpott in the same district after Marys death is this one

The 1911 census has a possible couple, he is 39 and she is 34.
So he would have been born about 1872/1871.

(Just for reference)

Added:
In the 1901 census they are 31 and 23.  So he born about 1870/1869

You guys are amazing.  I will pass this information along to his grandson.  He will be so pleased.  He went over to England and did a search but came up empty.   I will look into it further but this is great.  Thank you.
