Birth certificates, didn't exist before the start of civil registration 1837.

You'll need to look for a baptism in the parish registers for further information.

Who are you looking for? maybe we can help

Did John say he was born in Wiltshire on the censuses? If so, did he name a place in Wiltshire?

Have you checked Familysearch?

This was the first result specifying only name, date range and father's name:
https://familysearch.org/ark:/61903/1:1:N2Z8-493

You will have to do some more research to work out if this looks likely to be your John.  (Just because it fits does not mean it is the right one). You could look for other Banks families in the area in the censuses for example to see if there are others who remained there when your John was elsewhere - Also crosscheck occupations)

Have you found James in the censuses, possibly with wife and family?

I suggest you take a look at
http://anguline.co.uk/cert/birth.html

There you will see an example of a Birth Certificate prior to 1837.

Yes it came from a Parish Register and also included the date of Baptism but never the less it is still a Certificate of Birth.

Birth Certificates actually started in the 17th century during the Commonwealth Period.

Cheers
