Anonymous Photo.....Seaman?

I'm afraid I know absolutely nothing about this photo...other than we think it belonged to my grandmother in Sutherland, Scotland.  Is this a uniform that anyone recognises?  I suspect, from the anchor, that he had a profession to do wit boats/the sea.  (Navy?)

A Petty Officer, most likely ww2 and a great deal of men from those areas of Scotland with fishing ports were Royal Naval Reserve as were my father and grandfather who were from Ross-shire.
