South Tyneside only came into being in 1974 ;D

It was an amalgamation of:
the County Borough of South Shields
the municipal borough of Jarrow
the Urban District of Boldon
the Urban District of Hebburn.

So the person you are looking for could have been with any of these boroughs or councils?
Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)
