These  are the HEYME deaths in that time frame in Victoria.

William John can be seen on the 1861 census with his parents The two, Henry and William, above are brothers to the James HEYME (father of Thomas Gilbert HEYME) who is mentioned above by whiteout7 in reply #4. who is also on the 1861 with the same parents

I think it is possible that your William HEYME (born about 1823) had a brother named John HEYME born about 1825.
Both were the sons of Gilbert HEYME and wife Ann and can be seen on 1841 census.

It looks as if John married Emily CRAGO. He was a lathmaker too. Their children included the son’s  I have discussed in Reply #9

This link may help you with the locality of Garlick's which was more of nickname than a registered district.
Deaths for the area would be registered at Blackwood or Blue Mount.
