WWII what job is OTD. TEL.?

Hi All,

Trying to track down a rellie and have found a pos Navy death listing with rank as "OTD. TEL." 

Any ideas what that is in civvy speak?

OTD is either operator training device, or, operational test director
TEL is either  telephone group or, transporter/erector/launcher

I would say it should probably read ORD. TEL - Ordinary Telegraphist
