What is Cultanise in english please

Hi All,

I'm trying to goggle translate (yes, really) a 30 page immigration doc (handwritten!!!) from Antwerp written in 1891 but in French.

I keep coming up against a word which I feel should be easy to translate but can't find anything that makes sense.

I believe it to be Cultanise and have found it several times and it normally has a capital letter at the beginning i.e. agent qui l'a Cultanise; des étrangers qu'on les Cultanisaiy et qu'on

Can anybody help?

(While we're at it, I also have "décédée est déclarée n'avoir jamais connu sa mere" which I think means having never known his mother, or some such meaning.)

A good scan, but still intriguing.

Firstly, I don't think it is Cultaniser. From the sense of the sentences, a non capitalised word word fit better, and I wonder if it is a small b rather than a capital C. However bultaniser doesn't make any more sense as a verb either.

Is there any  chance of seeing more? Either by scanning a bigger section so that we get the meaning, or perhaps by emailing me the whole thing? PM me if you want my email.

Jools - I can see where you are going with that but I'm getting the feeling it's more cultural than cultish! 

The records relate to GGgranddad who was a horse dealer and lived between London, Antwerp and Doncaster in the 1890s.  Some of his children (16 or 20 depending on who you believe) were born in Antwerp and I feel these records hold some interesting info.

I think it begins with "b", compare with bureau a few lines above.  It seems to be something to do with being registered to live in a certain place or having permission to deal in some way with foreigners;
