1851 census gives Linwood,  New Forest as extra parochial.  Does this mean the group are travellers . Ag.Lab and woodman . Surname Pope?

It refers to Linwood itself, rather than the people! ;D

Extra-parochial simply means that is not within any parish.

Extra-Parochial was an area of land located in a civil or ecclesiastical parish other than that to which it belonged. Extra-parochial land might be acquired, for example, by a neighbouring parish which required an additional consecrated burial ground, its own being full. Extra-parochial land was not subject to the jurisdiction of the parish which owned it, no poor or church rates were paid to the parish in which it was located and, in theory, tithe money was due to the crown.

It is New Forest that is extra-parochial, you can see the area on http://maps.familysearch.org/ if you put New Forest in the search box.

The extra-parochial district of Linwood, except for its insertion under this hundred in 1831, belongs properly to Fordingbridge Hundred, and is now a detached portion of Ellingham.  http://www.british-history.ac.uk/vch/hants/vol4/p615
