Latin entry above marriage record means??

The 6th marriage on this page has a Latin notation above it.  I have been told that it is a dispensation for the couple to marry but using online Latin translators, contacting churches etc. has not given me any further information.  Does anyone know Latin or suggest other alternatives for a translation.

The marriage between Louis Lachapelle (dit Langlois), 44, s/o Francois to Roseanne Lachapelle, d/o of Baptiste is the one I am interested in.  If the information I have is correct it means that Louis and Roseanne were first cousins and Francois and Baptiste brothers.

It’s 40 years since I did Latin at school but I read it as meaning that the parish priest and obtained his bishop’s dispensation for marriage between cousins where the relationship is, in this case, was second grade. So second cousins. Such entries are very common in Irish parish records.

My apologies.  I took out the paper file on Louis and was going to write him up for a family project and must never have printed off the information from this thread plus I had completely forgotten I had ever asked for help on this subject before.  Again apologies for the duplication.
