If you have a look at FreeBMD you'll see that no Alice Cake married anywhere in England & Wales between the start of civil registration in 1837 and 1860 - and although there are 7 marriages of a William Marriage in that timespan, none was in Norfolk. www.freebmd.org.uk

What's the source of your information on these two couples?  Is it the same William Marriage in each, so far as you know?

Info on William Marriage to Alice Hill in Norwich 1830 +

Familysearch shows an Alice Hill marrying William Votiese in Norwich in 1831:

The Cake surname seems to predominate in Dorset, Somerset and Devon and a few in the London area. The only one I can see anywhere in East Anglia (up to 1860) is Anne Cake married in 1846 in Erpingham district. A postem on Freebmd says the groom was James Howes.

Is this the family: William Votier (hand loom weaver) and his wife Alice and family living at Sun Lane, Norwich on 1851, 1871 and 1881 censuses and Paradise Row, Lakenham, Norwich in 1841?
The marriage to Alice Hill in 1831 looks consistent with 1851 census, oldest child born about 1835, so could be an earlier one (or two) who had died or left home.

There is a marriage for a William Christmas Votier to either Susannah Esther Hook or Sophia Hunt in Q3 1854 Norwich district. 1861 census has the son William (b abt 1835) with wife Susannah, so looks like his marriage.

Yes - and I think they had a son Walter Samuel Votier (in 1843) who matches a previous post of Kayla's.

This thread is confusing because it appears to be about a William Marriage rather than a William Votier.
