I am trying to find out what NR RF means.  I am wondering if NR is maybe Northumberland something.

Could it be NRRF instead of NR RF?

As in the North Russian Relief Force.  Plenty available on google if you think this is a possibility.

Do you know which branch of the forces this refers to. What time period are we looking at?

As gaffy says, plenty available on google , Naval Radio Receiving Facility is another possibility also RF could be reserve force or reserve fleet.

If you can tell us where you found this abbreviation it would be helpful

I have now had a chance to dig a little deeper.  It is on a British Army WW1 Service record (1912)

It looks like it is the 3rd Northumbrian Bde RFA (T) 50th Division - Territorials
