I tried to PM Phil Leckey on the Antrim board with no luck.

This message usually appears when the user has not made enough posts to be given access to the PM system (three countable posts) .
The best way is to respond to a post they have made where they should get an email informing them of update

Thanks Falkyrn. He has made only one post which I have marked 'Completed' but I'll try that.
